How to Apply for a Special Pass in Malaysia (2026)
Short answer: the first two are online and take minutes. The third is at the counter and takes three visits.
Upload the worker’s passport for passes 1 and 2 and you are done. The third has to be made in person at your state Immigration headquarters, with a file of supporting documents and an appointment that is genuinely hard to get. Past the third, Immigration wants real proof that the worker still needs the pass, not just another form.
Immigration does not publish a hard cap. What follows is how it actually runs, based on the applications we file.
Everything about the counter below is our own experience in Selangor, at Shah Alam. Every state office runs its own timings and its own habits. Treat it as the pattern to look for at your office, not a rulebook.
What a special pass is
A special pass (Pas Khas) keeps a worker in Malaysia lawfully for 30 days while something else is still pending. Common reasons:
- The passport expired and the embassy is replacing it.
- A FOMEMA result hasn’t come back.
- The worker’s job has ended and they are waiting for their flight out of Malaysia.
It costs RM20. It is not a work pass and not a permit extension. It buys time, nothing more.
The 30 days runs from the day the pass is endorsed, not the day you apply. Processing time is not deducted from it, so a slow counter does not shrink the pass you end up with.
What a slow counter does put at risk is the pass the worker is on right now. That one has to stay valid for the whole wait. Apply before the current pass expires, not after. A worker already overstaying is a compounding problem, and the fine sits on top of everything else.
How the applications escalate

Passes 1 and 2: apply online
These two are easy. There is no interview, no letter to draft, and nobody has to attend a counter. Your agent normally handles it in minutes.
- Log in to MyPASS@JIM at imigresen-online.imi.gov.my/mypass/main. This is the system that replaced ePLKS@JIM on 1 February 2025, so an older guide pointing you at ePLKS is out of date.
- Select eSP from the navigation menu.
- Upload the worker’s passport.
- Submit and pay the RM20.
Pass 3 and up: apply at the counter
By the third application the online route is closed to you. Someone has to attend the state Immigration headquarters for the state where the worker’s pass is registered, and bring the file.
Two things catch employers out here. They bring the wrong documents, and they assume one visit finishes it.
First, get a JIM eQ appointment
No appointment, no entry. If you go without a booked slot, the counter will not serve you.
- Open JIM eQ (the Immigration Department’s appointment and queue app, on the App Store and Google Play).
- Choose Bahagian Pekerja Asing (Foreign Worker Division).
- Choose the PLKS category. That is the work permit category.
- Fill in your own personal details.
- Pick your state office, then a time slot for that same day. Green means the slot is open, red means it’s taken. Expect red.
- Check in on the app when you enter the Bahagian Pekerja Asing office to get your queue number.
Getting a PLKS slot is hard in the busy states
How hard depends almost entirely on which state office you need. Shah Alam in Selangor is the worst of them, and most other state offices are not far behind. A few remote offices have open slots nearly all the time. Check yours before you assume you’re in for a fight.
These are same-day appointments, first come first served. You are not booking a date next week. You are competing for a slot at today’s session, and whoever taps first gets it.
At the busy offices, the PLKS category does not release slots on a published schedule. They open at random times, and they are gone in minutes.
What we’ve learned booking these at Shah Alam:
- 6am is too early. We refreshed for a solid 10 minutes and nothing opened.
- Morning session slots tend to appear around 7.00 to 7.30am. That is the earliest we have managed to get one.
- Afternoon session slots tend to appear around 11.00 to 11.30am.
- More slots trickle out at random through the day as other people abandon their bookings. If you miss the openings, keep checking. Cancellations are a real second chance.
The refresh method. There’s no refresh button on the slot screen, and reopening the app is slow. If every time slot shows red, tap back, then next again. That reloads the availability. Repeat it until a slot turns green, then book it immediately, because someone else is doing the same thing.
Use the back button at the top left of the screen. Do not use your phone’s own back button or back gesture. That closes the app and erases everything you filled in, so you have to start again from step 1.
Have the full file ready the night before. Because the slot is for the same day, there is no time to gather documents after you get one.
Plan for this to take more than one attempt. Missing out on a morning is normal, which is exactly why you start well before the pass expires.
Last resort: no slot and the pass is about to expire
Normally the counter will not serve you without an appointment. If no slot appears and the pass expires in days, it is still worth going in person. This is a last resort and it will not always work.
Two things that have worked for us:
- Wait for a quiet counter. Look for one with nobody in front of it, or one that has just called a new queue number, and explain your situation politely. Officers do help when the case is genuine and the deadline is real.
- Speak to a senior officer if you see one. They are usually the person walking the floor checking on the front desk staff. At most offices the senior officer is the one who reviews special pass requests anyway, so you are talking to the person who actually decides. If they agree to help, ask whether you can come back to them directly. We have been told to return the next day and see the same officer, no queue number needed.
Either way, bring the complete file. Whoever you speak to will want to see the documents, not hear about them.
Then expect three visits, not one

Nobody spells this out at the counter on day one. Budget for all three.
Visit 1: the application
This is the visit that needs the PLKS appointment above. What to bring:
Photocopies. All of it. Leave the worker’s original passport at the office. It is not wanted at this visit, and it is the one document you cannot afford to lose at a counter.
- A cover letter from the employer, on company letterhead. It names the worker, says what is pending, and asks for the pass. This is the document carrying the request, so it sits on top of the file.
- Every previous special pass application for this permit. All of them, not just the last one.
- A separate letter summarising those passes in a table, one row per pass, showing the date applied and the expiry date, in chronological order with the oldest first. This is the document the officer actually reads the history off. Without it they are reconstructing the timeline from a stack of forms, and a case they cannot follow is a case that gets handed back.
- The worker’s passport copy, work permit, and every previous special pass issued on this permit.
- The embassy delivery slip, if the passport is being replaced. Your proof it is genuinely with the embassy.
- FOMEMA, if it was done on the old passport.
- Company documents: the director’s IC, the SSM certificate, and the SSM company profile.
Who can attend. Your own staff can go, but they have to prove they actually work for you, so bring a surat wakil (the letter authorising that person to act for the company) and the last 3 months of EPF contributions for them. Or send your agent, who does this every week.
What you leave with. A slip. Scan it with your phone before you leave, then print it later. You cannot start visit 2 without it.
Visit 2: hand in the passport
Come back about 2 weeks after visit 1. This one is easier than it sounds:
- Go to Kaunter Pertanyaan, the enquiry counter. No JIM eQ appointment and no queue number.
- Bring the printed slip from visit 1 and the original old passport.
- You hand the old passport over, and they stamp it with the date to come back and pay.
That stamped date is your appointment for visit 3, so do not lose it.
Visit 3: pay
On the stamped date, book a JIM eQ number again. This time choose Pekerja Asing, then the Siasatan / Bayaran category, not PLKS.
This number is far easier to get. The scramble that defines visit 1 does not apply here. Pay the RM20 and the pass is done.
The fortnight between visits is not deducted from your 30 days, because the clock starts at endorsement. What you do have to protect is the worker’s current pass, which has to stay valid across all three visits.
Pass 4 and beyond: extra evidence
Past three passes, the officer’s question changes. It stops being “what are you waiting for” and becomes “why is this still not resolved after three months”. A covering letter will not carry it on its own.
What works is documentation from the body causing the delay. The clearest example is a letter from the worker’s embassy or high commission, on official letterhead, stating that the passport is still being processed and explaining why it is taking this long.
Anything comparable from the source of the delay helps for the same reason: it moves the answer from your word to theirs.
If the embassy cannot issue that letter the same day, there is a fallback. Write your own letter requesting written confirmation that the passport is in process and why, hand it to the embassy, and ask them to stamp and date your request and give it back. We have had a senior Immigration officer accept that stamped request in place of the official letter.
That came out of a real visit. It was a Thursday. The worker’s third special pass expired on the Saturday, and both the embassy and Immigration close on Saturday, so Friday was the only working day we had left. We turned up without enough evidence, caught a senior officer walking the floor, and asked for help. He said we needed an official letter from the embassy. We told him there was no chance of getting one in a single day. His answer: get the cover letter stamped instead, then come back the next day and see him directly, no queue number needed.
Treat it as a backup, not a plan. It rested on one officer’s discretion, and a proper letter on embassy letterhead is always the stronger document. But if the appointment is today and the official letter is not ready, a stamped and dated request is far better than turning up with nothing.
Approval is always at Immigration’s discretion. A fourth pass is granted because the evidence is convincing, not because you asked correctly.
If the reason is not the passport
Most of the file does not change. The cover letter, the company documents, the previous applications and the summary table of passes are the same whatever you are waiting on.
What changes is the evidence of the delay. If you are waiting on a FOMEMA result rather than a passport, the FOMEMA paperwork does that job instead of the embassy delivery slip. The principle is the same every time: show the officer proof, from the body causing the delay, that the wait is real.
How to avoid getting to a third pass
Every special pass is a symptom. The fix is upstream:
- Start the work permit renewal early. It can be filed up to 3 months before expiry.
- Check the passport against the next permit term, not against today’s date. The passport has to stay valid for the whole of the next 12 months, so the test is whether it expires later than the permit expiry plus 365 days. If it doesn’t, renew the passport 3 to 6 months before the permit expires, not before the passport expires. This is the one people miss: a passport can look perfectly fine, with 11 months still on it, and still not be enough.
- Book FOMEMA early. You can start it 90 days before the permit expires, so there is no reason to wait. A failed or slow medical is one of the most common reasons things stall.
- If the worker is resigning and leaving Malaysia, do the check-out memo online and book the departure flight early. A confirmed flight out is much easier to support at the counter than “the worker is going back soon”.
Frequently asked questions
Is there an official rule that says two online and then in person? Immigration does not publish an application cap for foreign workers. Two online then a counter attendance is what we consistently see in practice. Treat it as what to plan for, not a guarantee.
How long is each special pass valid? 30 days from the day the pass is endorsed. Processing time is not deducted, so a slow counter does not cut into your 30 days. The pass is not extendable either. If you need more time you make a fresh application, which is exactly what pushes you toward the third one and the counter.
How much does it cost? RM20 per application, online or over the counter. At the counter you pay it at visit 3.
Do I need to bring original documents to the counter? Not to visit 1. That file is photocopies throughout. The only original that changes hands is the old passport, and that happens at visit 2.
Why does Immigration want the SSM profile and the director’s IC? They confirm the employer is a real, registered company and that the request comes from someone entitled to make it. It is the same reason your staff need EPF proof to attend.
Why does the summary letter matter if the applications are already in the file? Because it is the page the officer reads the timeline off. Dates applied and dates expired, in order, on one sheet. It turns a stack of forms into a case they can follow in a few seconds, and it is the single document employers most often turn up without.
Can I bring the passport to visit 1 and skip visit 2? No. The passport is not accepted at the application visit, and turning up early does not move visit 3 forward.
Can a worker work while holding a special pass? The special pass itself never gives the right to work. What decides it is the work permit underneath.
Because you apply before the work permit expires, the two often overlap. In that overlap, even with only 1 or 2 days left on the permit, the worker can still work, because the permit is what allows it. The day the work permit expires, the work stops. From then on the special pass only keeps the worker in Malaysia lawfully.
What happens if the special pass expires and nothing is approved? The worker is overstaying from that day. That risks fines, detention, and a black-listing that can block future entry. Apply for the next pass before the current one lapses, not after.
Can I apply online for the third one anyway? You can try, but expect it to be pushed to the counter. Book the JIM eQ appointment in parallel rather than losing a week finding out.
Does the count reset once the work permit is renewed? Yes. Once the renewal goes through, the count starts again from zero. The worker’s next special pass is treated as the first one, so it goes back online and you are out of the counter queue.

Once a worker is at a third pass, the special pass is not the real problem. It is three separate counter visits, one of them needing an appointment that regularly takes several attempts to secure, for one worker’s 30 days.
